In the winter, the freezing of the Siberian rivers has a huge economic cost to Siberia. Really we would like the sea to be heated all year: and they can be.
Where we have heavy rain, we get the emission of heat and X-ray, plus production of He and Ozone.

We surround the glass tube in a metal collar – seperated by thermal insulation seperators. So we can stringthese star tyubes out along the permafrost. Topping them up with very little water – from a spring loaded reservoir.
Which will not freeze – due to the massive loacal heat. The star tubes are anchored to the position, and boyed, so as the ice melts, they will float. Formnig liquid water lakes.
We melt the permafrsot, and this liquid water will carry star heat into the Siberean river. Which now will remain liquid all year.
We will melt warm rain falling on the ice caps. The ice-caos will cobtract as they melt, so the icewill rise up, and disappear.
We can suspen star tubes – without cladding, on short metal towers. So now we will get light and heat all year.
The ice-sheets will be replaced by productive farm land. Which will grow all year – the sun light is incidental. And all year we will convert CO2 into plant biomass. We will support animals, that breath in the O2 excreted by plants, and combine it with plant matter.
Breathing out CO2 – look up about the carbon cycle, the major life support system on Earth. Sir David Attenborough should make TV shows abuot star tubes.This idea should be used in Canada and Alaska.
