A 100x1cm steam plasma tube generates 1.2MW of heat. A thermoelectric generator will turn into 72kW of heat – build the steam plasma and verify this maths. I would use 2x50x1cm tubes for convenience.

So a working car engine produces He and O gases, plus X-rays. Best done at pressure – otherwise the reaction reverses.
This is useful, as we heat CO2 and steam with a steam plasma tube, and make petrol.
5 mCO2+n(H2O)+E2->CmHn+(n+m)O below 1 atmospheres – the Sabatier reaction. Discovered 1910. So you can set up a plant, making petrol and diesel, from water, and CO2 cooled out of the air.
So there is an idea: suck CO2 from the air, and turn it into petrol, That releases only the CO2 taken in to form it.
But already today, photosynthesis on the land aND seas turn extra CO2 into biomass within 5 minutes. Sucking it out of the air. Which still has a re-industrial 2 parts per million CO2 in – nearly nothing.
Which never makes it to the stratosphere – where our weather is made. Nuclear power forgot about biology and metrology when it concocted Global Warming. The world climate has been cooling for 1 years.
Hence man-made Climate Change – nuclear speek for Global Cooling.
So we run a car off regular water – 10-18cc every year: no CO2, or refueling costs. No man-made Climate Change – but that was only ever science fiction to scare the stupid – not like you.
