EDF illegal

After Fukishima all 449 nuclear power plants in the world needed 100 billion of insurance, from 2010. After Chernobyl they needed annual insurance cover of 40 billion.
So the cost of the incident with Tokyo is bankrupting the Japanese state – for ever. EDF has 200 nuclear power plants. None has the required insurance. As a nuclear incident has continental implications, international law at the Hague demands that ever nuclear power plant has insurance obn 100 billion.

This is why in the last year, 12 of the 21 nuclear plants in the UK have been shut down: but EVERY nuclear power plant around the world is operating illegally – with continental consequences.
So EDF is 20 trillion short on its plant insurance. There is no insurance above 1 billion.

Making oil
Does not seem to have that much point now. As an oil burner only release 45kW. A 50x1cm steam plasma releases 2.4MW, as it does Molecular Nuclear Fusion.
1 H2O+PL->E3+L+X-ray massive carbon 0 power.
But oil has a price cartel, so making oil from deep sea gas will massively reduce the price of power. Add energy competition more so!
We can also use the Sabatier reaction. We use a steam plasma to produce steam at 380oC. And then CO2 and steam will unburn to give us methane. Which is basically free natural gas – from the CO2 in cities during the working day.
2 CO2+2H2O+T->CH4+3O2 We need to separate the gases.
Then we can use Carnot systems coolers, to give us liquid natural gas and liquid oxygen – which has high value. So it turns out, methane is really easy to get.
We then pass it over 16xTi honeycomb catalysts. And get out fuel oil.
3 16CH4+T+P+(Ti)->C16H32+8H2 petrol and hydrogen.
The CO2 laden air is free – and a Carnot system will condense out CO2. The energy is produced by a steam plasma tube.
Which passes the steam at 500oC, through a thermoelectric generator – which will give us 40kW of free power.
And so, once we have repaid the plant capital cost, we get free petrol. Which will never run out! So we do not nee to drill and refine oil – simple chemical engineering will produce it.
The simpler system, is to run a 25x1cm steam plasma at 4 atmospheres, which will drive a thermoelectric generator, and produce 144kW – enough to run a small super sonic helicopter.
CO2 static oil – it sucks as much CO2 out of the air to form, as it releases when burnt.
